Dear Chancellor Tisa,
As per my last update, we have been attempting to advance the local sentient lifeforms as much as possible. As you know, they are exceptionally similar to us, not only in physical appearance but also in genetic profile. DNA profiles showed a 91.7% match prior to genetic manipulation; post-manipulation continues to show a 98.9% similarity. Accounting for drift due to diversity and their own evolution, they are nearly as human as you or I. That said, their higher development is still painfully slow, despite our longstanding effort. Their primal nature continues to shine through, with tribalism seeming a default state for them. We continue to provide guidance, but have also attempted to encourage their advancement with some lower-level technologies. Thus far, the results have been successful, but progress is slow. Despite Captain Blaise’s disagreement, I continue to recommend against rapid uplift until we can further mitigate their aggressive tendencies, but I suspect that at this current rate, they will not be ready for several generations.
I have attached several reports from the Atlantis Science DIrectorate. Several projects are producing very promising results and are entering final field tests. Project Ascendant is on-schedule, and early simulations are pointing towards efficiency far above initial projections.
